Xur didnt give me an exotic cipher this week
I had zero exotic ciphers on me. I was on the step where I needed to speak to xur. I spoke to him, and he didn't give me a cipher and the quest went away. No exotic cipher in my vault or anything. Am I just screwed for this week?

Try relogging or grabbing a fresh quest on another character. Edit: this has always been buggy for me too. Sometimes it works sometimes it doesn't work until someone holds him hostage after weekly reset.
