Bungie cannot unlink accounts from users' profile for security reasons. Your only options are to try and recover the Steam account and then unlink it or move your active accounts to a new Bungie profile. Note that moving to a new profile will cause you to lose access to any promotional emblems redeemed, as they are tied to the Bungie profile and not platform accounts.
