Maybe the weapon can mostly function like it did in D1 with its tracking, ricochet, projectile-logic and all of that. But perhaps there can be a change to the tracking.
How about it starts out with less tracking than it normally had, but landing shots on enemies increases the tracking benefits of the weapon for a short time or until it is reloaded or stowed? You land shots, then you land even more shots. And maybe it stacks up per hit. That's the Promise.
Something like that so you don't just shoot people around a ton of walls all the time. I can envision it and I don't think there's much broken about it. It could perhaps use something else as well, but I'm not sure what exactly. Maybe an existing perk, might even keep Grave Robber with it. ...Maybe Ambitious Assassin?
Oh, and it should probably stay Arc. We don't have Arc or Void exotic sidearms in the game yet.

Like the idea. Would like to see it come back with a House Salvation theme and colors to it. And maybe have the name changed to Dreg’s Salvation

It should be two dreg pistols that you can dual wield.

This is actually a pretty good idea. Replace Grave Robber with Swashbuckler and you’re 10/10

I think it should come back in a similar way to crimson. Make it a pulse rifle, aka the shock rifles some vandals use, as they do the same thing, but the shock rifle just looks cooler

Or just slow the projectile speed a lot. Like real dreg pistols. With 3x ricochet.😅👌
