The easiest way to balance this, would be to make [u]glacier grenade crystals[/u] have a brief startup animation, akin to lightening grenades, or axion bolt grenades.
You would throw the glacier grenade, Stasis mist would begin to form around a small area - until spikes shoot out, in its traditional, or enhanced form.
Giving players (who’re caught in its space) a chance to avoid the crystals, & potential shatter dive combo. This would effectively remove the ability to instant shatter dive on panic, or aggressively push an opponent with that specific ability.

Just remove shatter dive. The whole point to the fragment system was to tune abilities/remove them with out breaking the sub class. Bungie stop being dumb and remove shatter dive.

Glacier grenades shouldn't be able to be shattered unless they are fully formed. That will stop the cheese associated with shatterdive. Even though titans can do it too

I dont see why Hunters should force a rework of an already working and balanced nade. I said it previously to someone else, but shatterdive needs to be tied to melee regen which is inherently tied to strength stat, even at 100 strength your melee cooldown will be around 43 seconds. for shatterdive I think this is fair if you also factor in 100 discpline giving a 53 second cooldown. now there are ways to improve regen on said abilities but this imo is a more balanced approach as your "forcing" a build option that requires some effort to get into a viable state [i]rather than its current form of just slapping on shatterdive and having back to back shatterdives with no penalty. [/i] the fact in trials I can chain shatterdive back to back within what I believed was a 10 second window is to be frank -blam!- stupid. its literally a stasis version of ballistic slam which is well tied to strength because its a melee and has activation requirements like jumping in the air while sprinting. I dont see why shatterdive isnt "seen" as a melee in terms of regen and activation requirements.

My idea was that the grenade could be like an opposite Duskfield that repulses targets away This would mean since they’re repulsed away the shattering of the crystals can’t kill them And now you can give the glacier grenade a more defensive style because you can repulse enemies away from you

I think tying shatter dive to a hunters jump height might make more sense. The specifics I am thinking of is that the closer you are to your max jump height the more effective the shatter dive is Therefor requiring you to more or less be at the apex of your jump making you more vulnerable and more obvious that your about to dunked on by a shatter dive. Or: you need to be at least this high off the ground to activate shatter dive either one fulfills the change I am thinking of

The melee charge would be fair, i dislike the grenade idea though because it affects all classes and it seems like its in a good place as far as a good utility grenade. Also my idea would be make it consume the dodge charge as it is a movement focused ability this would force them to choose extending with no way out if they dont get someone cause they couldnt roll right out. Of course this would make sixth coyote more popular, but could help out.

Honestly, as someone who usually plays hunter and almost never plays stasis, shatterdive is substantially fine. Its fundamental issues are aggressive plays and 1-shot versus supers. That said, the balancing shouldn't render it dysfunctional. Severely penalising the effective mobility, around a "-30", of the fragment (not the shatterdive aspect, the grenade enhancement ) should sufficiently combat the aggressive play of it without any meaningful impact to PvE. Additionally a slight, and I mean slight, damage nerf to ensure supers cannot easily be one-shot. Sub T2 resilience should not a one-shot to supers imo. Note: "effective mobility" means your mobility stat and the sprint speed.

The main issue is shatterdrive is great in PvE. PvP is a tiny part of Destiny, it should not ruin PvE again.

Why should hunters have to use two charges for a kill? How is that more reasonable than people learn to avoid it? And the running start air thing doesn’t work currently for Titans and shouldn’t be applied to a class that shouldn’t be charging at enemies. Also you have to stop running to throw the grenade and freeze no longer works as long so it would make stasis useless for hunters.

Stasis crystals should shoot out in three stages over time and based on size and each stage of a crystal does different shatter damage. From smallest size glaciers from the entire grenade Small would do 100 Medium would do 175 Large 200 These would be general damage and would have to be adjusted appropriately along with the fragment and enhanced hunter grenades. The forming of the glaciers should also take enough time to break free and get away before it would be enough to secure a kill.

this is a great idea. personally i like the dive for added mobility, rather than this ugly combo, having it consume melee wouldn't punish shatterdive enough to put an end to it- but it would punish you enough to no longer use it for mobility.. really bad take that one is

I like your idea, that ability is probably the worst thing to happen to PvP in awhile. It’s for idiots who can’t hit shots and I wish that bungie would stay away from stuff like this. Stasis I’m general was a bad idea however, that’s a super good suggestion.

No stasis has already been neutered enough and most guns have been nerfed. The same people complaining will always complain at this point its a broken record. They even gave you an opportunity to break out mid air and it lasts a laughable 1 sec if you get caught you deserve it.

I think if they tied shatter dive to an exotic the way dodge was for Hunters in D1 that would be ideal.

At no point should you be allowed to throw a grenade and stomp and kill someone at distance or frozen for that matter! The whole ability is fkn stupid and im absolutely amazed bungie has allowed it to remain in the game as long as they have!

I feel like the crystal shatter damage just needs less range vs players. Making shatterdive consuming a melee hurts it in PvE a LOT, as does giving it a super slow activation with mist. Bungie's changes between PvE and PvP are changing hitboxes and damage values, not the fundementals of melee energy or activation based on the mode.
