Scavenger mods cost too much in my opinion. Two different scavenger mods can easily take up most of your leg energy, leaving little room for a stat boost or combat style mod. I believe this change was mostly intended for PvP, but I found this affecting PvE more since scavenger mods no longer stack. This should be changed ASAP :)
