the Traveler is an Agent of the Gardner. the Unveiling lore cant be trusted as its from a source that will do anything to win, including lying to gain us.

The Traveler is a physical manifestation of it. Book Unveiling says the Gardener made herself into a rule within the game. I believe that rule to be the Light itself. The real Gardener is just an immaterial presence.
