I'd like to start off with a story. I've been looking for Solar weapons with the Thresh perk, for a specific build with Mantle of Battle Harmony and Dawnblade. A friend of pointed me towards the new breach grenade launcher: Empty Vessel, because they had one with Thresh, and I enjoy using the weapon type. Since they only drop from the end of Strikes and is within a drop pool of, who knows how big with not only weapons, but armour as well, and that's if you even get a legendary drop at all. So I figured I would just wait for one to drop with the perk I wanted, I could deal with whatever else the weapon rolled with, except for when I finally got one, it had both blinding AND concussion grenades, so it is incredibly hard to use effectively due to the blast radius being minuscule. Don't get me wrong, I don't hate blinding or concussion grenades, in fact, I think they are really interesting, but extremely niche, and like all niche weapons in Destiny, they're practically useless anywhere else. I believe that these perks could use a bit of extra consideration, because their effects are nearly useless in the Crucible and the difficulty in killing targets is counterintuitive to many perks (like Thresh, Feeding Frenzy and Demolitionist to name a few). These grenade types end up ruining good weapon rolls and makes trying to find a decent grenade launcher a minefield, if you get unlucky enough to roll one or both. I think they should be given some sort of buff to their blast radius or the blinding/stagger effects themselves, either that, or it should not be possible to have both of them on the same weapon. P.S. After being thoroughly saddened upon discovering my weapon's roll, I opened a Bright Engram and received the sadness emote, because I needed it at that moment.
