For some time now, at least 6 months, cutscenes in Destiny 2 will not play correctly on my pc. I even bought a newer graphics card because I incorrectly thought that was the problem. Cheers for that cost. However, it seems to be a "Destiny" or "Steam" problem.

As soon as the cutscene begins, the fps drops in chunks until it settles on 6 or 7 fps. The cutscenes continue to stutter through at 6 fps until they crash. Today, for the first time, I got the error message "Time Skew Maxed" and an old error code of "rutabaga". I searched the net and didn't find many useful tips. I dropped all video settings to minimum, played with the anti-aliasing, reduced the game to a smaller windowed format, looked at my Nvidia settings, etc. None of the random tips I have found dating back to 2017 seem to help.
All cutscenes used to play normally, but sometime last fall or winter, an update or change to the game has ruined this part of the game.
I don't know what else to do, but I don't think it's my fault. I want to be able to enjoy the game.
