Let me start out by saying:
This is by no means a post complaining about FL. I’ve played Destiny since the dawn of its existence 7 and a half years ago and am more than capable of countering a shotgunning ape when I need to. I’ve experienced FL when it was introduced as a sniper rifle in D1 and now in D2.
It’s by far the best and most consistent shotgun in the game because of Shot Package. It’s a unique perk and that’s exactly why it should be an exotic!
The best analogy as to why I think it should be an exotic is this:
Back in D1 Y3, Bungie reprised VoG, Crota’s End, et cetera. Guess what?... all of our cherished weapons from the past like Fatebringer and Vision of Confluence got turned in to exotics to be viable in end game content. Not only is Felwinter’s a reprised weapon from the past, but it is the only shotgun in D2 that has Shot Package! Yes, Astral Horizon and Retold Tale are great alternatives since they have great range and perk variety, but they’re still going to be less consistent when it comes to mapping people with a shotgun.
I personally think making Felwinter’s an exotic would be a great change and would make players mix up their load outs a little more.
Again, this is not a post -blam!- and complaining about players using this gun or a certain load out because it’s meta. Will Bungie ever make this change? I’m 99.9% positive that they won’t, but I do think that it’d be a change for the better since Felwinter’s Lie is here to stay.
P.S. For all you FL mains out there, this post isn’t a jab at you. I just think it’d help the PvP side of D2 become less stale! ❤️
Edit: Just clarifying after a few of you have commented below... I’m not necessarily saying this would be a swooping change in the meta, but more so add variety in to players’ load outs.

It needs to be a slug shotgun or have shot package changed because it is kind of dumb that a pellet shotgun can kill from so far away when I'm full health. Not to mention I never understood the story. Doritos come after us, "hey let's find out that felwinter is Rasputins son".

Just as many different ritual (not pinnacle) weapons were curated but didnt deserve the exotic treatment, i think felwinters shouldnt be exotic purely because it would be a bad one. Shot package as an exotic perk? Right now felwinters is only used so much because it’s available to everyone and the [u]only aggressive energy shotgun[/u] (not sunset). shot package makes it consistent but lack of variety makes it king.

How much would it actually change the meta though? Sure, you wouldn't be able to use Exotic heavies, but heavies don't really matter that much in PvP most of the time. Looking at primaries, the only meta kinetic primary Exotic right now is Dead Man's Tale. If Felwinters were to become exotic, people would just continue using it with a 120 HC or Messenger maybe along with any random heavy. It wouldn't actually change the meta all that much. It's like when people were calling for Luna's Howl/NF to be turned into Exotics. Instead of Dust Rock, Luna's/NF, and Wardcliff, people would just switch to Dust Rock, Luna's/NF, and Hammerhead. It basically wouldn't change anything.

Honestly its the opposite. If felwinter was exotic people would only be able to use true prophecy, steady hand or dire promise with it. With it being legendary you can use all the exotic weapons possible. And in pvp most people just dont care about having an exotic heavy considering how rare it is.

Why would I change your mind when I agree with you? It’s the only shotgun with Shotpackage as it’s exclusive perk. That qualifies as an Exotic Perk in my opinion, might as well make it one as well. It’ll satisfy all the crybabies.

For example, outbreak creates weird particles that attach to enemies, while the recluse gains bonus damage from kills. Tractor cannon flings things across the map and weakens enemies to damage, while felwinter has a consistent spread. If anything, it should be the other way around, and turn chaperone into a pinnacle weapon. Have you never looked in the monument at legacy gear? Honestly, I’m shocked that you don’t know about an entire class of weapons.

I wouldn’t mind this change but your analogy of the old raid weapons becoming exotic is invalid. This was due to them having elemental damage as a kinetic weapon. Something Bungie went away from after year one because they knew it broke the PvE meta - this is why there was a legendary version without a burn for fatebringer year 3 etc. Mindbender if it was not sunset still saw usage over Felwinter for some players who wanted slideshot and QuickDraw and has no ‘unique’ tendencies. I think the QuickDraw change will help the Meta overall as it stops the quick swap to long distance kill that gets so many players (including myself) out of trouble. Apes gonna ape but most of them are bad.

The change will most likely just result in a minor dent into usage and it’s only gonna affect Stompee Hunters that play The Floor Is Lava. Even then, they’ll most likely just go to Astral or Toin and Trouble

Most of people's complaints about shotguns have nothing to do with the shotgun itself. Felwinter's lie basically just gets you one-additional meter in terms of range....and a more consistent OHK at extreme range than other shotguns. Which is only going to help you in a shotgun-on-shotgun duel.....and only if you aren't going up against someone runnign a well-spec'ed slug shotgun. Ninety percent of Destiny's "shotgun problem" has to do with underpowered primaries. Not overpowered shotguns. In fact, Bungie shotguns are WEAK compared to those in other shooters.

I think it should be nerfed , along with most shotguns. They are pretty overused and I find that for every sniper I get killed by, there’s 50 shotgunners running endlessly at me. They’ve been decently overpowered forever now, and they are just too overused to the point of being frustrating

You know, I love all the comments. Making it an exotic isn’t a horrible idea. And sure it might not change much, but it would make some think. But reading through the comments make me wish it was banned from crucible. There would be so many salty players. Most of them can’t let it go.. Felwinter is as bad as stasis.
