Val cempas

I've run this strike well over 20 times in the last 2 days and this VIP will not spawn for me. Is this known issue or am I desperately unlucky? Trying to get the seal.

Hello. Its just a bad case of RNG. Random VIPs spawn in the strike so it can take a few runs to get them all.
