Bungie has stated they are aware it does not unlock for new players, but have not implemented a way for new players to obtain this mod: https://www.bungie.net/en/News/Article/50006

Could we please get some help with this? This mod is very helpful when tackling End-Game content. If it is not intended to be acquired and used anymore, remove it from all players (please do not take this route).

1 ReplyAllo there, Bungie are investigating this issue and at this time there is no work around to obtain it. Keep an eye on the TWaB blog posts / patch notes for any news relating a fix for it.
