Fourth Mark needs a drop buff or the ability to farm
Not everyone plays only this game and grinds 3 characters. That means 1 chance per week for many people. It needs a drop buff like raid exotics have gotten in the past where subsequent weekly completions increase the chance, or it needs to be farmable.
