When I got my series X I also upgraded to a 4k 60fps tv. When I started playing D2 on 12/8 with the updates to fps I noticed it right away. Smooth like butter.
However, for a time, I had to use an older monitor that only ran at 1080p 30fps. Now that I've moved back to the tv it doesn't seem like the same smooth, silky fps I experienced before.
Does anyone know if I can determine how many fps I'm getting out of my xbox, or ideas I can use to troubleshoot this?
I've tried and checked:
Different HDMI ports
Uninstalling and reinstalling D2
Verified I'm using the HDMI cord that came with my series x
All with no luck or change. Help?

Have you done a video settings reset on your series x? https://stevivor.com/guides/reset-xbox-ones-display-settings/ I had some brightness issues and this fixed it. When you do it don’t be scared when you boot and it’s at 640x480, that means it worked.
