This is not necessarily going to work for everyone (might not be the issue for some, others don't have the option), but I went into BIOS and enabled AES-NI. This fixed my launch crashes
I did this on my Windows 10 machine by restarting my computer into BIOS (Power > Shift-clicking Restart),
Clicking on Troubleshoot > Advanced Options, then finding the option to enable AES-NI in one of the submenus.
For reference, I was having the startup crash where you click Play on Steam, it changes to Stop, and then idles for about 15 seconds (nothing starts in Task Manager). Then the Play button appears again and nothing has changed.
I'm no programmer, but I hope that this fix can shed some light on why the game is crashing on start. AES-NI is a way to speed up encryption/decryption processes as far as I understand.
Hope this helps people, be nice to the devs

Oh my god, THANK YOU! This worked for me when nothing else did. Hopefully Bungie get their act together and fix the mess they made for everyone else.
