It would just be policed. Upload / submit a cool avatar emblem, it’s approved. Submit nothing vulgar, rejected and banned from submitting again.

I don't think it'll be a problem at all; the same rules for posting images can be applied to pfps. If anybody has a big massive pp as their avatar bc they're so funny, a ninja will come alond bonk 'em on the head with the banhammer. It's not like the ninjas don't exist, they're probably just playing card games with lurkers in the shadows or off polishing their banhammers.

You have to be a certain rank (ex: Have to have been on good behavior for x amount if time) in order to use a custom avatar.
