Completed Xur Cipher quest. Character inventory was FULL, Mailbox NOT full, NO Ciphers owned. New Cipher not received.

Completed Xur's Cipher quest via crucible w/ clan.
Turn it in:
- Inventory was FULL.
- Did NOT own a cipher at time of turn-in.
- Mailbox was NOT full.
Nothing happened upon turn-in. No Cipher received. Please help.
