Ran into these issues this week, cannot progress variks after completing 3 tier 1, 3 tier 2, and 1 tier 3 Then with my 3rd character I was trying to get a triumph for the 2nd step on the dark priestess empire hunt where that step was completed by a another player not in out fireteam and we had to get a new quest, this being my first on this character I didn't have empire hunts unlocked yet, i thought I could pick up the abandoned quest but I found I could not, even restarting the game, so for now it seems i have a 3rd character not capable of doing empire hunts
