They are attempting to stagger the early downloads among PS users so as to ease the strain on the servers that would occur if everyone started updating all at once. Hence why some with automatic updates enabled started receiving the files on the 7th, and others will start receiving on the 8th. Those without automatic updates enabled will have to wait until the 8th to begin receiving the files: this was done to prevent everyone from simply turning off auto update in order to try and predownload all at once. This is explicitly stated in the latest TWAB: [quote]In an effort to decrease server load, some PlayStation Plus users may be able to pre-download Update 3.0.0.1 starting on November 7 after 8 PM PST (0400 UTC) if they have auto update/download enabled on their PlayStation 4.[/quote] Regardless of when you begin predownloading the files (so long as you begin in a reasonably timely manner) your download should complete before the servers are brought back up for BL on the 10th. And speaking as someone whose files fully downloaded yesterday, everyone who predownloads will have to wait until the 10th to actually play the new content. Nobody is getting scammed. (΄◉◞౪◟◉｀)
