Constant framerate drops in Destiny 2 ever since move to Steam.
Hey everyone.
I'm in need of some serious help. I started playing Destiny 2 on my Dell Inspiron 15 (7567) (that I've had since summer of 2017) in January of last year (while it was still launching through the Battle.net launcher). I was able to run the game at 60fps on High settings without any issues. That is, up until the game moved over to Steam with the release of Shadowkeep, which was over a year ago now.
Ever since then, my game's been suffering with constant frame drops. For example, when I launch into the Tower, my game starts at 60fps, but after around a minute or so, it drops down to less than 20fps. After a couple minutes, it jumps back up to 60fps and the process starts over again.
I have read just about every article and forums post possible on getting better frames in the game, but nothing has worked.
Here are my laptop's specs:

4GB GeForce GTX 1050Ti
Intel i7-7700HQ CPU @ 2.8 GHz (8 CPUs)
16 GB (2x8GB) DDR4 RAM
Windows 10 Home

Here are my current Video settings in the game:
Window Mode: Fullscreen
Resolution: 1920 x 1080
Vsync: 60 FPS
Framerate Cap Enabled: Off (Default)
Framerate Cap: 60
Field of View: 85
Advanced Video:
Graphics Quality: Custom
Anti-Aliasing: SMAA
Screen Space Ambient Occlusion: Off
Texture Anisotropy: Off
Texture Quality: Medium
Shadow Quality: Lowest
Depth of Field: Off
Environmental Detail Distance: Low
Character Detail Distance: Low
Foliage Detail Distance: Low
Foliage Shadows Distance: Medium
Light Shafts: Medium
Motion Blur: Off
Wind Impulse: Off
Render Resolution: 95%
I have tried other two fixes within the past two weeks.
First, I took apart my laptop to both clean the fans with condensed air and to put fresh thermal paste on the GPU and CPU. Frustratingly, this made no difference.
Second, after a little more research, I adjusted my VRAM settings to their proper settings, even though I thought I had done that before. Since I have 16GB of RAM, I made the adjustment for my HDD to use a 24576 MB initial size and a 65536 MB maximum size, respectively (1024 MB x 16 GB x 1.5 for initial size / 1024 MB x 16 GB x 1.5 for maximum size). After this change, I was able to get a constant 60fps for around 10 minutes. After that, the frames yet again dropped below 20fps.
I would love to finally get this problem resolved, so any kind of help would be truly appreciated. Thanks guys!
