I was really disappointed when finding out the most fun mechanic of this gun din't benefit from the [i]masterwork [/i]bonus to generate orbs of light on multi-kills.
And there is no reason why it shouldn't, other [i]masterwork [/i]weapons with explosion effects do generate orbs of light have a cap on how many orbs it generates, so I ask, why shouldn't this weapon's Transmutation Orbs generate the orbs of light when already [i]master-worked[/i]?

The game treats the orb like a relic, and relics can't make orbs. If this was switched and it was treated as a weapon, the game would probably crash trying to keep track of which transmutation orb came from a MW Effigy and which didn't.
