So I've been having this very weird microstutter happening in my game for a while now. I figured it was my Overclock but after turning it off, it still happened. It even got worse see [url=https://youtu.be/ZU3ZrRx-L0I]here[/url]. It's also very inconsistent. Sometimes it's as bad as the video below, other times it's manageable. I've reinstalled the game, turned off OC (CPU and GPU), tried Fullscreen and windowed, different frame caps, enabling and disabling G-sync as well as v-sync, and disabling gamebar. I don't know what to do anymore.
It also has been happening in Borderlands 3. And for whatever reason it takes roughly 30 seconds to a minute of in-game activity (being loaded into the world) for it to really become noticeable. You really have to be looking for it to see any kind of stuttering before that 30-60 seconds. After that though, it's so jarring and makes me feel uncomfortable I can't even play anymore.

open the case and make sure everything is seated/connected properly, memory sticks, gpu (including power connectors), hard drive connectors, all of it. if connections are clean and secure, it sounds like there could be a power fluctuation of some type to some component. also, some 2080 owners have said running msi afterburner causes some issues so if you are running that, try un-installing it and looking for a different software to do your overclocking.
