Is T-bagging counted as "Depictions, references, or descriptions of gory violence or explicit/implicit sexual content" as outlined in the terms of use ([url=https://www.bungie.net/7/en/Legal/CodeOfConduct]#6[/url])?
If so, can an in-game option for reporting this action be added? This one act is at the root of 90%+ of toxicity originating in-game is my guess.

There are a few well-thought-out responses here that I want to acknowledge and say thanks for. There are also MANY grifters that have fallen for the trap and self-identified themselves as violators of Terms of Use and they have been reported. This started as an open question regarding how a common taunt is defined by the Terms of Use, and many seem to have taken it as some personal attack on their culture, saying more about their maturity than anything I could accuse them of. I was attempting to address the REAL issue of toxicity in this community (and gaming a whole), and the trolls out there did not disappoint. If you think that shaming the defeated is part of your culture, then online games aren't for you. Those who try to reach through the screen to impact the emotional state of a target are called predators, and SHOULD be put in a limbo of never seeing people who don't choose to be around them. You earn it for yourselves by violation of the Terms of Use contract. We only get better a a community by being the change we wish to see, and excommunicating those who do not play with respect for fellow humans.
