Here are three problems that I see as interlinked and able to be fixed with a couple changes.
1: I have always found shielded red bar enemies more engaging than yellow bars without shields, and it seems to me that the latter is flooding the game whereas the former is very much absent, especially in endgame content (excluding Nightfalls that have the extra shields and match game modifiers). I would prefer fighting more shielded knights than yellow bars, for it feels more engaging.
2: Shield Disorient is a cool perk in theory, but weak in practice. Because element must be matched and shields tend to be rare (again excluding activities that have the extra shields and match game modifiers), the perk loses its value when compared to other shield based perks such as genesis and disruption break.
3: Borealis is cool, but because of the lack of shielded enemies it doesn’t get much utility. In addition, if I were in an activity with extra shields and match game modifiers, Hardlight would be a much better choice due to ammo economy. And that is only if I feel the need to cover all three elements on my own. My team could just run one of each element.
Solution: Add more shielded enemies in the place of some yellow bars, have Shield Disorient activate on any shield break, and update Borealis to have Shield Disorient via catalyst.

And hardlight. I've been pushing for bungie to add disruption break and sheild disorient to both these exotics. It seems obvious and would add a lot of pve value to these weapons. It would also make them much better for endgame activities. I also think these exotics should work against barrier champions.

Shields are just an excuse for not having any new content. They add them to old strikes and pretend that it's something new. It forces you to use weapons that Bungie likes and not ones that you like. More control freak from little Luke.
