These can easily be mitigated by reintroducing the sprint cooldown mechanic from D1 and allowing small damage through the Antaeus shield, these will prevent those slide shottys filling every lobby. This was countered by an artifact from Rise of Iron to make it "balanced". So maybe this could be looked at as something else like a mod or something but make it like a "is it worth the slot" type of deal like the artifacts were.

Plenty ways the boots could be downtuned. Make the shield one-directional instead of 360 degrees, make it truly only work on projectiles / bullets instead of all possible damage, add a sensible cooldown between the shields instead of 2 seconds, allow some percentage of damage through the shield. Some sensible combination of these should be doable.
