Unfortunately, this is a matter you will have to speak to Sony about. Bungie has no control over the PS marketplace rules.

Yeah well, Why can't Bungie sell silver them selves it would be a lot easier. Or, why can't I have the option of transfering my characters to another account?

Add to that, whatever reason Sony wont sell it would probably prevent Bungie from doing it too. You can ask Sony if they can change your account to another region, but I dont think you can. Your best bet is still to work with Sony for this matter. They might be able to at least explain why they do not sell the currency there.
