Lemme put down some backstory before I get much further.
For the past month or two I've been trying to download Destiny 2 on steam. My internet is among some of the worst, and so progress has been very, very slow. If I were to keep my computer on 24/7 and download at full speed, it would take at least a week. However, I can't do this as my internet is shared among family members who have to do work or have friends to talk to online. So, that 1 week of download time is suddenly at least 2 weeks as I can only download at night.
I was making good progress, up until today when my 20 out of 80 GB downloaded got set back down to 0, probably because an update was released and steam decided that everything I had was unusable. This has happened several times now and is keeping me from playing with my friends on this game as well as well as making updating my other games annoying as only one item can be downloaded at a time.
I know that this game will run on my computer and internet as I have played it in the past on my PC. I lost my copy after the hard drive I had it on got borked.
Is there anything that can be done to get this game installed without my progress resetting to 0 again? So far I have tried copying my sibling's up to date version they had on their computer and putting it in my stream library in hopes steam would recognize the existing files, but had no luck. Steam looked at them, said "lol no" and tossed them out the window before starting the download for the entire game.

You need better Internet.
