There are many shaders that players who started playing the game during Year 2 and Year 3 can't get anymore, right? Well, regarding the Faction Rally shaders, it could probably be made where the updated Faction weapons and armor have a chance to drop with the shaders already on them. Then if you want those shaders, you just dismantle them and you get them. There is 3 shaders for each Faction. I'm thinking a random one could be found occasionally every time you get one of those pieces of gear to drop.
