Bungie,
This has gotten too far out of hand. You say that you listen to and "hear" us players complain about a game that YOU try to make semi-interesting and somewhat more fun as time progresses, but you cannot make a game fun, especially multiplayer, without implementing some sort of system that is able to detect cheat-related programs, and either deny a player access to the game in general, or simply host your own servers, which would ultimately resolve the common issue(s) regarding the "beaver" error code. People WILL quit your game if content, stability of games, and general performance of your reporting system does not improve. I cannot speak for everyone about why we still play, but I know that I do because I hope that with the new season, there will be more exotics (or reworks of current weapon types) that work across various styles and modes of players.

If you suspect someone of cheating use the in game report system or the report form found on Bungie.net to inform Bungie. Do your bit to help Bungie find these cheaters. Ps. Do not use the forum to report players as it is against forum policy to name and shame and can get you in trouble with the Ninjas.
