As anyone who played Destiny: Rise of Iron would know, SIVA was poised as an extremely serious threat to humanity; and that if even one nanite got on you, it almost certainly meant death (or at least Saladin and his iron lords believed so)..
That being said, why are guardians allowed to use Outbreak Perfected in crucible, or even at all? Obviously from a gameplay perspective I dont care because I love the gun, but from a lore standpoint, why is the gun not forbidden?

If you read the lore text for the original, Outbreak Prime, its a message from Shiro-4 where he speaks of designing the gun. He himself doesn’t know how he did it, but he managed to make the Outbreak Prime controlled so there was no risk of SIVA spreading.

Bad Juju my guy. The weapon, lorewise, could destroy the universe. Outbreak may be SIVA, but Bad Juju is death itself

<Outbreak Prime was programmed to be the way it was. The only reason SIVA broke out is because the Splicers let out a corrupt version that'd been sitting there for CENTURIES without new orders. SIVA isn't inherently dangerous.>
