I feel as though these two races need to not exist anymore as enemy factions. I really don't understand how the Red Legion have any commanders or ship fleets left in the system. Even more so, left uncheck by the Vanguard. I understand that the Cabal can't go home until they win, but their leaders are dead. And Calus is exiled and on our side (for now) I also don't understand how Cabal are able to manipulate Vex tech without the Vex stopping them.
Cabal were never really a big threat. The only reason the Red War was even possible was because they had used guerilla sneak attacks and caged the Traveler. If they went to war with the Guardians head on, no tricks. They would have lost. They're not on Oryx/Hive God or Vex Mind tiers. Atheon could have beaten them. Crota would have beaten them.
As for the Fallen. They are a literal dying race. How do they keep getting new boss Captains/Kells to randomly appear every 3 months or so? It made sense with people like Skolas or other Fallen that were Pre-Whirlwind/Great Disaster and were full of centuries of ether and battle experience. But if we look at what has happened to them.
Mara wiped out a good chunk of House Wolves during the Reef Wars. Then our Guardians wipe out the ranking Vandals, Dregs, and Barons during House of Wolves dlc.
House Devils lost their Kell to Saint-14. Lost their main Servitor, Sepiks to our Guardian. Siva happens and they get wiped out again.
House Kings was wiped out by Uldren and Fikrul and turned into the Scorn. House Winter had their Kell splattered after he escaped the PoE.
House Exile was mostly comprised of leaderless dregs and vandals.
Any Fallen we kill can techincally turn into Scorn. And Oryx/Savathun have taken a good chunk of the Fallen. There should really only be a handful of Fallen left and they are borderline extinct. It would make more sense to just remove them as an enemy faction and create House Light.
