It is likely in large part a problem with the routing between the endpoints... something the relevant ISP's need to address. Try testing to Century Link in Seattle for a comparison... that is sort of next door to Bungie. Can also check latency to the Azure cloud servers in different regions here: http://www.azurespeed.com/Azure/Latency

This travel time will not affect your gameplay, at most loading times for gear. Destiny is a P2P game, you are connected and synced to the other players on the same match as you, Bungie's servers only track what is going on for scores and statistics, every fight you have is determined by your connection to your opponent. That's why there's always that one guy that teleports too much, or the hits take a while to pop the numbers on one guy more than the others, it will never be fixed because it's not an issue, it's intended.
