Properly implemented S+CBMM hybrid could be an answer. Currently it feels the SB part's way too tight without (least feeling like it) any CB restrictions. Just looking at my control queue times that can often go to 5-10 minutes and I end up playing into asians from EU.
But point these legitimate issues (that could have real solutions without sacrificing anyone's player experience by going into either extreme) out in this forum and chances are you're just another pugstomping stat farmer.

Ranked ladders and matchmaking based on that belong to competetive gamemodes. The matchmaking issues in D2 right now are across all modes quickplay included, not just the 'competetive' survival. Survival does have a lot of issues but that's a separate discussion.
