I can't access the menagerie or any of the chests on the barge it always says "Requires Chalice Upgrade" when I try to open a chest. I'm 900 power score. I have 500/1000 Imperials so I can't upgrade the chalice. And none of the quest givers that give imperials have quests for me. I haven't played since year 2 of Destiny 2, and recently transferred me account over to Steam. (started at 750 powerscore) Claimed all my triumphs so I know its not that.
