1. It does enough or a lot of damage to kill you in one hit (in close range).
2. Touching a bolt can still hurt you a lot for the warlock to finish you off.
3. Warlocks like to use it in close range or behind corners to get EZ kills or save themselves.
4. Was ONLY able to dodge/survive it due to a warlock being bad in the game.
Amuse me on how you can possibly try to avoid it.

Use arbalest and shoot warlock in the head. Or be a warlock and stand in an empowering rift and shoot him with arbalest in the stomach. Final option be a warlock with handheld and contraverse holds and charge your grenade to tank his handheld and then throw your handheld to kill him. I'm a warlock main so that's all I can give you.

Snipe every warlock you see, extinction is a better form of prevention. Sniping a hunter in golden gun is my personal favourite, bang good night. Ps I love all classes in pve

Ignore every enemy and Hunt that warlock down for the rest of the game and drop diiz nuts on them every time you kill them and send them a message after the game with : handhold this fat L scrub

Step 1: equip erentil or wizened rebuke Step 2: Crouch, and do not stand back up at all for the entirety of the match, if you need to move, crouch walk. Step 3: Always be pre-charging, who cares if they can hear you? Trust me it won't matter. Step 4: Don't switch to your primary at all. Step 5: Shoot in Handheld NB users general direction. Step 6: Bag furiously to assert your dominance. Step 7: Profit? Be advised these tips work in virtually every PvP engagement.

A close range grenade used in close range? Whatt?? You can hear the audio of it charging, you dont have to push. And a hunter doesn't use dodge to save themselves (ever 9 secs...). A titan shield? Warlocks get a rift which locks them in place for 2 secs on a long timer. Mid void loc trades a good neutral game for a bad super. 4. Another irrelevant point, player skill varies. And "bad" is relative Handhelds biggest weakness is its charge up and release time, they're very easy to bait out. Stick close to a wall, peak and pop a shot off. The handheld will hit the wall and now you can continue to apply pressure however you were before. If you're on a hunter, same applies but shoot once then dodge into cover. Or use a throwing knife, fusion or map positioning to just shotty them. The list is endless

You just have to bait it out just like an erentil, if you just rush and try to avoid it you’re going to die 9/10. Stick close to cover and peek and don’t commit to rushing.
