Restrictions and Bans are different. Restrictions are for a specific period of time. Bans are permanent exclusion from the whole game You have been reported for lagging by other players your connection has an impact on how they play. Bungie has checked and found they were correct. If you do not improve you connection you will be Restricted again for longer. If you are unable to improve or get a more stable connection then you must stay out of PVP.
