As the title says. Sometimes it just doesn't activate when you're holding down the trigger and SUROS turns into a normal auto rifle. The inconsistency can cost you in PvP engagements. I even did a few checks with my Xbox One controller and other guns with different perks. It's not a controller issue. It's just the Spinning Up perk.
