Saladin NOT Giving Iron Engrams

Have completed three of the bounties from Saladin. When I went to increase Iron Banner Reputation the FIRST time, the engram stayed dark colored and the reputation banner just flashes. Now I have missed out on how many engrams???? This game is a slog as it is, so annoying.

You have to finish the season 9 Iron Banner quest before you can get engram's from Saladin, same as last season.
