So, everyone, including me, think those weapons needed a nerf but what they got, or will get in Recluse's case, is undeserved. Luna and NF got too large of a nerf where making them 150 rpm was enough. At 150 they already three tap, no need to make it so that the perk only buffed body shot damage which is horrible. It doesn't promote accuracy or any possible use in PvE. Recluse's nerf should be that the master of arms perk could only be triggered from weapon kills that aren't from Recluse and that would stop people from only using Recluse and keep a cycle going if they want its perk. The perks for all of the weapons only last 3 or 4 seconds anyways. These nerfs come from the same uncritical thinking that brought one-eyed mask into the game.
