It is important to note that this idea is still very early in development and as such, it's full purpose is being worked out.
However, there are certain parts about it that can be explained now:
"They're more of guidelines, really"
This council, just like anything else on the internet, does not force anyone to do anything. The "council" will be here to help let people now when a player or DM is being unfair and needs to be made aware of this.
There was some talk of blacklisting people from certain roleplays temporarily if they come under the scrutiny of the council, but again, the council will have no direct power to make anyone have to quit.
The Council's true power instead lies in spreading awareness, if you will, of unfair roleplay. The mere presence of a group of people watching out for god modding and other unfair practices should make people more conscientious of their play.
When the Council deems a post unfair this should help the people being treated poorly to have "proof" to confront the unfair player/dm and explain their grievances.
The members are still being sorted through and chosen, but it should be finished in the near future (and remember, these are the early stages, so some specific points may change).
