The design and coding of something that's exclusively aesthetic with 0 function is minimal. It takes one person very little time, compared to whole teams of people putting in hundreds of hours to code substantive content. I suppose some artist came up with the idea as well, so maybe two people. On a project with hundreds of thousands of man hours, sparing one or two is not a big deal. Additionally, the revenue from each eververse item more than covers the cost of its design cost. You mention that time is finite, but fail to comprehend that there is an enormous amount of labor that Bungie is hardly tapping into. They hired people specifically to design eververse items, per literally job postings. The items created within eververse DO NOT take man hours away from the devs coding other content. In fact, because their costs are more than recouped, they are creating jobs. Each eververse item produces enough revenue, not only to cover its cost, but to pay the salaries of other developers. You literally have more devs, and therefore more non-eververse content, because of eververse. I know that fundamental economic and business principles are hard to comprehend to fools.
