Expansions (Forsaken/Shadowkeep) do not transfer and must be purchased on each platform you wish to play them on.

Your reply, TuxyDoh, is discussing CrossSave, not PC migration. PC migration should include all DLC and Silver. My PC migration transfered my silver but it did not transfer my Forsaken DLC either. I'm trying to fix this as well!
