Hi there. Is your leg piece Armor 2.0? Universal ornaments will only appear on certain Legendary armor pieces called Armor 2.0. These armor pieces will show an Energy cost on them. You will need to inspect these armor pieces and go down to the Appearance page to equip the ornament.
