For the medals part getting weapon related medals, such as Hawkeye or Cold Fusion, gets you about 1% per medal, and maybe more for heavy related ones. Go to Crucible under the triumphs tab and find the medals tab, and Weapons tab shows which medals I was talking about. Doing this I got around 15% in one game. Hope it helps even a bit.
