Nerfed the shit out of breakneck, a pve weapon from a pve activity, which nobody had a problem with.
Barely touched recluse or mountaintop, pve dominating weapons from pvp only activities, which Luke smith admitted broke the game.
Bungie logic at its finest.

Barely touched mountaintop? It lost nearly all of its PvE viability, and the one thing about it that "broke" the game, when auto-reloading went away.
-
Well, fighting lion wasn't regarded as broken. Militias birthright wasn't broken. More to do with the fact that mountaintop/spike grenades did 30% more damage then any other launcher for some reason. It also fires like a high velocity rocket launcher not breach loader. It can still fire pretty fast from behind a rally barricade. Still see it everywhere.

That high velocity played a big factor as well because spike grenade damage increased with velocity. I don't doubt that you still see it around, but that doesn't mean that it is "dominating" PvE activities. It is now sitting around 9k sustained DPS in the best case scenario. This puts it right in line with other special weapons. It's doing around the same damage as the best dps archetypes of fusion rifles, and doing a little less than the special sniper rifles while not requiring precision. "Bungie Logic" as you put it, was to nerf the underlying problem instead of a specific weapon. By the numbers, they accomplished this.

bungie logic would put an advanced Breakneck in eververse.
