Yeah I'm having the same issue its a bug and I don't know when they're going to fix it It's so annoying not having Izanagi's cause it makes raids harder now although you can use Darcy and Whisper in the meantime Izanagi's is the best (It's like I paid for content and I don't even get access to it.) EDIT: I've also tried to complete the forges questline but I couldn't because I couldn't get the Volundr forge completion to access Bergusai so... I couldn't test that out at all. I've also done Volundr, Gofannon, Izanami's and I've even done Bergusai a few times. But it never worked
