Every player has access to all patrol zones. I believe all players must play the first mission to actually start patrolling the moon.

I remember having to hit about 800 power to do the first mission of ShadowKeep before it let me explore the moon without buying Shaowkeep. I found it weird since the recommended level to do that first mission on the Moon was 760 or 780, but that game wouldn’t let me launch it till I was 800. I might be remembering this wrong.

The Moon is one of the free patrol zones in New Light.
