No version of Shadowkeep included giving players Silver. The only players that would or should have received silver are players who were cross saving and bought the same content on more than one account. The other situation that could occur is if someone bought the current season pass, then bought the deluxe version of SK, they would have received a 1,000 silver credit prior to October 12th. If you only bought one copy of Shadowkeep across your linked accounts then you would not receive Silver for any reason related to the purchase of Shadowkeep. Any silver you should have would be silver you literally bought in your platform store.
