Because when a game launches, naturally not everyone who plays it, will play the game forever. Casuals exist, you know. And they buff the population. But hardcore fans normally make up around 10% of the community. And I know many people in my clan who haven't gone in yet because they aren't at a light level they want, and so are grinding out that instead of tackling the raid at 903 light. It's pretty simple.

10% is generous. Some raids only 3% participated. Seems kind of low?
-
"Some raids" and which ones are they? GoS? Yeah, it's low because it just launched and a lot of people want their light levels to be high enough to tackle it without much of an issue. Any of the other raids? That breaks your logic of saying the old raids were doable "with ease" and the new one is designed with some Bungie-deep state conspiracy in mind.

So you think people don't participate because they are too hard?
-
Correction: Some people don't do the raids because either A: They don't stick around or care about the raids (majority of D2's players) B: they don't prefer to raid because they enjoy PvP way more than PvE, and C: When a new raid comes out, they want to be a higher light level to make it as easy as possible without changing the raid itself. Now, riddle me this Tinfoil: which of these raids are you talking about? And answer this otherwise I'm going to dismiss your argument entirely because you aren't bringing anything to the table besides "BUNGIE ERS MERKING THR GAME TERPHER"
