Yep, too restrictive. The masterworking being so insanely expensive in materials etc also means you’re not going to get a chance to masterwork multiple element types of multiple pieces of armor, again restricting build opportunities.
It’s always one step forward, two steps back with Bungie. I’ll never understand how they make so many bad decisions.

to be honest, i doubt most people will collect more then 3-4 builds. if you were decicated enough to put the time in to farm said builds, then im sure you'd find the time to grind the materials to upgrade the builds to masterworks (not that its needed unless its an exotic weapon). all the content is doable even without perfect builds, its just there to suit different players, give you the option to play different styles or for those who love to min/max. im sure bungie has designed this game around those people who cant min max. the guys who work at bungie but play the game probably dont have the time to commit to it like the top crucibles/raiders, so they understand designing a game for those who have the time to commit 60+hrs and those who cant commit that. i think the biggest challenge, will be getting the perfect stats the specific armor youre chasing. those players who want a specific look, will have to farm the same activities until they get the piece they want. if its a raid piece or IB then that will suck but atleast from what ive seen in game (havent done the new Black garden raid) activity specific mods are exclusive to activity specific armor. so im assuming any black garden mods will work with non black garden raid armor. this removes a lot of restrictions in the game. this allows people to farm whatever content they want in their own time to get that stats they want, whilst still doing end game content and increasing your max light level.

No it doesn't give you any more freedom. To think that, this was designed for people who couldn't farm armor is kind of ridiculous. This is definitely designed to stretch play time as long as possible.

Fully Masterworking the armor is a waste of time anyway. It doesn't really do anything but add +5 points to your Armor stats.
