Pinnacle perks shouldn't leave they should just have their effectiveness reduced.
I am gonna miss the pinnacles as well, and agree the change was too far. That being said, I think that the pvp pinnacles pre revoker that we were getting were too universally powerful (I focus largely on the pvp pinnacles because I have the most experience with them, frankly just uninformed on the fronts of the others). Perhaps those previous can just have their perks further modified, examples for some of the most iconic:
Luna's Howl/Not Forgotten: Revert to 180, revert Magnificent howl so it does amplify crit damage, BUT make it apply randomly. Say only, 15% of the time. That way you can't rely on the bonus damage each time, but you get extra crit dps in pve and occasional three taps in pvp.
Mountain Top: auto detonates after a certain distance, far enough that you can one hit with a good shot at medium range, but not so far that you can stand 200 m away and pot shot bosses.
Recluse: Only half the shots do bonus damage at random and master of arms is only available off of a different weapon for a second or two, no more, so you can't hunt people down with recluse after a kinetic or heavy kill in crucible, and it keeps its effectiveness (tho reduced) in pve.
And MAYBE make pinnacles their own weapon type, so you could apply only one at once, but pair them with exotics. That's more of a "Huh, that'd be cool" tho.
All in all though, really gonna miss those pinnacle perks. Felt like another thing that I could do when destiny was dry, and something I could always come back to to work on a little when I have an itch for the game. Even if those perks operated on chance, and not guarantee, they'd still be desirable, unique, and wouldn't break the game.
